FMCSA Reviewing New Entrant Safety Process

Federal regulators are weighing additional safety requirements in 2024 for new carriers. 

In a notice to the Office of Management and Budget, the Federal Motor Carrier Safety Administration (FMCSA) explained that it is considering a proposed rule on “whether to implement a proficiency examination” as part of the new carrier entry process. 

The impetus for this is a 2009 petition from the Advocates for Highway and Auto Safety that called into question “new entrant applicant knowledge.” After FMCSA revised the process in late 2008, the group filed the petition, asking for the exam to be a part of the process. 

While an advanced notice of proposed rulemaking was published at that time, no action was ever taken.
