NSRMCA Brings Bipartisan Congressional Voices to National Convention

Postal Service Caucus staff discuss bipartisan engagement, USPS priorities and the future of postal policy

Washington, D.C. — The National Star Route Mail Contractors Association (NSRMCA) was joined by two congressional staff members during its 2026 National Convention for a discussion on the future of the United States Postal Service, postal policy and the work being done on Capitol Hill.

Matt Brush, legislative aide for Rep. Nikki Budzinski (D-IL), and Colin Gwillim, legislative assistant for Rep. Jack Bergman (R-MI), took the stage to discuss the Postal Service Caucus. The caucus, launched by Budzinski and Bergman in July 2025 alongside representatives Chris Pappas (D-NH) and Andrew Garbarino (R-NY), is a bipartisan coalition with 38 members.

During the session, Brush and Gwillim discussed the caucus’s role in educating members and staff, building bipartisan support for postal policy and laying the groundwork for future legislative action. They also discussed financial reforms USPS has publicly asked Congress to consider, including increased borrowing authority, changes to its pension assets and a possible congressional appropriation.

Both men stressed that postal reform remains capable of attracting bipartisan support, with Gwillim noting that reliable mail service affects constituents regardless of political affiliation. Brush said he expects the caucus to continue working in a bipartisan direction regardless of the outcome of the 2026 elections.

The congressional perspective was part of NSRMCA’s broader effort to help members engage directly with policymakers and better understand the issues shaping the Postal Service.

“Our responsibility is to make sure policymakers understand the Postal Service transportation supplier community and the important role our members play in supporting the Postal Service,” said Trinette R. Cunningham, Executive Director of NSRMCA. “We want to be a resource for Congress, a strong advocate for our members and, most importantly, a partner in helping our customer succeed. Bringing bipartisan congressional voices directly to our members is part of building that understanding.”

The discussion also reinforced the importance of coordination among postal stakeholders. Brush encouraged organizations to identify their top priorities and build coalitions around areas of agreement, noting that a unified message can help congressional staff translate stakeholder priorities into legislation.
